Health care system and Health Status

         The federal Social Security system operates one relatively high-quality health care system for private enterprise and government employees.  The Ministry of Health operates a second lower-quality system for other citizens.  Health-care services are unequally distributed.  Residents of Mexico City have better access to care than others, and the government funds more health services in the Federal District than elsewhere.  Inadequate services in the poorest rural states such as Chiapas and Oaxaca, and impoverished sections of large urban areas, compound health problems resulting from poor sanitation and poverty.
